Usually yes, and on a sloping block it is worth fixing rather than living with. The common causes are downpipes discharging to the surface instead of into a connected line, surface drains undersized for the catchment above them, and retaining wall drainage never properly tied into the stormwater system. All three are fixable. Left alone, the water eventually reaches the slab or the footings, which is a far more expensive conversation.
On undulating ground, elevation is often the answer, and a pressure-limiting valve set conservatively can make it worse. Inside the house the usual suspects are clogged aerators and shower roses, a partly closed isolation valve, or undersized pipework to an upstairs bathroom. Worth checking the cheap causes before assuming it is the mains. This explains the mechanics.
