Usually yes, and on a sloping block it is worth fixing rather than living with. The common causes are downpipes discharging to the surface instead of into a connected line, surface drains undersized for the catchment above them, and retaining wall drainage that was never properly tied into the stormwater system. All three are fixable. Left alone, the water eventually reaches the slab or the footings, which is a far more expensive conversation.
Often, no. Waste lines with too little fall, unsealed wet-area joins, unadjusted mixers and undersized hot water are defects rather than wear, and on a young house they are worth documenting. We will inspect it, tell you which category it is in, and put it in writing so you have something to take to your builder. If you would rather we simply fixed it, we can, but you should know which one you are paying for.
